In 2016 alone, then–U.S. President Barack Obama authorized more than 26,000 airstrikes across seven countries: Afghanistan, Iraq, Libya, Pakistan, Somalia, Syria, and Yemen. This figure is based on data from the U.S. Air Force, the Council on Foreign Relations, the Long War Journal, and the New America Foundation.
Obama did not seek a new act of Congress to carry out these military operations. While his actions were not deemed illegal, they relied heavily on the broad 2001 Authorization for Use of Military Force (AUMF), originally passed to target al-Qaida and the Taliban in the aftermath of the September 11 attacks. Over time, that authorization was expanded to justify strikes against militant groups that either did not exist on Sept. 11, 2001, or were not formally affiliated with al-Qaida.
This practice is not unique to the Obama administration. U.S. presidents have routinely conducted military operations without explicit congressional approval, and President Donald Trump similarly cited the 2001 AUMF to justify military actions during his first term.
